I have the same thing. Waited ~24 hours after I put the disc in to install for it to download so I can play, and it says I'm in developer mode.

ok, I opened the console before I clicked the "campaign" button and developer mode was NOT active. When I clicked "campaign" it gave me the warning & then the console said developer mode WAS active.
I installed the game on D not C. Maybe that's the issue.

i finally fixed it for myself.
i deleted all savegame files, and disabled cloud on steam.
the reverified the game files twice and it downloaded 4 files.
now it works ! somehow?

Can go in to MP mode right when I start up w/o issues, but once I click campaign it automaticly loads dev mode.

I have deleted my campaign save 3 times so far. Each time, without me ever using console/DEV commands, it does this. I can't play the campaign because of this.

if you have not touched any Doom console settings like "godmode", do the following.
Disable Steam Cloud Synchronization, then delete savegame, and restart game.
Steam causes the "Dev-mode" savegame to sync back to PC most likely.

This error pop up after my PC crashed. And I can't get out of that damn developers mode. I never cheated in this game. I have click on ~ by mistake and access the console command but I haven't done nothing of it

Try this (assuming you have gone through those basic path, and you will lose all previous saved games):
1) disable cloud sync for DOOM
2) delete all the saves under "Saved Games"
3) create a new game > new campaign
3a) please take note, if you have 1 campaign in your previous save, then 1 new save game is sufficient, but if previously you have 2 or 3 saved games, please create the 2nd or 3rd save game (all create from scratch, yes you will lose all the previous saves)
4) now DO NOT quit the game, while you still playing the game (not in menu, but in game)
5) alt tab and Right Click DOOM properties, Enable back the cloud sync
6) wait for it to finish resync (it may take a while, so play the game while waiting)
7) it will force overwrite the previous saves. (as it cannot force download from cloud while you playing the game, but able to upload, it will eventually overwrite it)
